廣(guang)東省加(jia)快推進城市天然氣事(shi)業

高質量發(fa)展實施(shi)方案

 

  為進一步加(jia)(jia)強城(cheng)市天(tian)然氣供應和管理,加(jia)(jia)快推進城(cheng)市天(tian)然氣事(shi)業高(gao)質量發展,制定本實(shi)施(shi)方案。

    一、總體(ti)要求

  (一)指導思想

  以習近平(ping)新(xin)時代中(zhong)(zhong)國(guo)特色社(she)會(hui)主義思想為指(zhi)導,深入貫徹黨(dang)的(de)十九(jiu)大和十九(jiu)屆二中(zhong)(zhong)、三中(zhong)(zhong)、四中(zhong)(zhong)、五(wu)中(zhong)(zhong)全(quan)(quan)會(hui)精(jing)神,全(quan)(quan)面貫徹習近平(ping)生態文明思想,全(quan)(quan)面落(luo)實“四個革命,一個合作”能源(yuan)安全(quan)(quan)新(xin)戰略,著眼加快推(tui)進碳(tan)排(pai)放達峰、改善大氣(qi)環境質量(liang),按照全(quan)(quan)省(sheng)推(tui)動能源(yuan)轉型升(sheng)級暨(ji)重(zhong)大工(gong)程建(jian)設項(xiang)目總指(zhi)揮部第三次全(quan)(quan)體會(hui)議工(gong)作部署,圍繞實現(xian)“用(yong)安全氣、用(yong)經濟(ji)氣、多用(yong)氣”目標,整體(ti)謀劃、系統(tong)推(tui)進(jin)、綜合施策,逐(zhu)步(bu)構建(jian)體制更(geng)(geng)完善(shan)、供應更(geng)(geng)穩定(ding)、利用更(geng)(geng)廣泛、運(yun)營更(geng)(geng)規范、安全(quan)(quan)更(geng)(geng)可靠的城(cheng)市天(tian)(tian)然氣發(fa)(fa)(fa)展良好格局,全(quan)(quan)面推(tui)進(jin)我省(sheng)城(cheng)市天(tian)(tian)然氣事業(ye)高質量(liang)發(fa)(fa)(fa)展,為保障我省(sheng)經濟社會(hui)持續(xu)健(jian)康發(fa)(fa)(fa)展發(fa)(fa)(fa)揮積(ji)極作用。

  (二(er))主要目標(biao)

  到2025年,全省城市(shi)居民天然(ran)氣普及率(lv)達(da)到70%以上(shang),年用氣量達(da)到200億(yi)立(li)方米(mi)以上(shang),城市天(tian)然氣利用(yong)規模(mo)進(jin)(jin)一(yi)步(bu)擴大(da);市(shi)(shi)縣(xian)建成區(qu)供氣(qi)管網基本實(shi)現全覆蓋,城市(shi)(shi)天然(ran)氣(qi)輸(shu)配系統更加(jia)(jia)配套(tao)完善;行業監管更加(jia)(jia)嚴格(ge),市(shi)(shi)場秩序進(jin)(jin)一(yi)步(bu)規范;供氣(qi)層級實(shi)現扁平(ping)化(hua),城燃企(qi)業規模(mo)化(hua)整合(he)穩步(bu)推進(jin)(jin),天然(ran)氣(qi)終端價格(ge)更趨合(he)理;安全管理更加(jia)(jia)有(you)力(li),天然(ran)氣(qi)經營企(qi)業安全生產主體責任有效落實,安全風(feng)險(xian)進(jin)一步降低。

    二、主要任務及(ji)具體(ti)工(gong)作安排

  (一)完善(shan)城市天(tian)然氣管理法規政策體系。著眼(yan)解決現行法規(gui)政策(ce)不完善(shan)、不配(pei)套(tao)等(deng)問題(ti),為城(cheng)(cheng)市天然氣(qi)高(gao)質(zhi)量發(fa)展(zhan)提供法規(gui)政策(ce)保(bao)障。一是(shi)推動修(xiu)訂《廣(guang)東省燃氣(qi)管理(li)條例》。針對城(cheng)(cheng)鎮(zhen)燃氣(qi)經營、使用、服務和管理(li)等(deng)方面出現的新情況、新問題(ti),推動修(xiu)訂《廣(guang)東省燃氣(qi)管理(li)條例》,補充強化有利于行業監管、促(cu)進(jin)行業高(gao)質(zhi)量發(fa)展(zhan)的內容。二(er)是(shi)制定(ding)《廣(guang)東省城(cheng)(cheng)鎮(zhen)燃氣(qi)發(fa)展(zhan)“十四五(wu)”規(gui)劃》。進(jin)一步理(li)清“十四五(wu)”期間(jian)城(cheng)(cheng)鎮(zhen)燃氣(qi)發(fa)展(zhan)目標(biao)思路,明確氣(qi)源引(yin)接、燃氣(qi)設施建(jian)設、燃氣(qi)供應保障、燃氣(qi)安全管理(li)(li)等內(nei)容,為“十四(si)五”時(shi)期(qi)我省(sheng)城(cheng)鎮燃氣(qi)發展提供依據。三(san)是(shi)推動出臺我省(sheng)城(cheng)鎮燃氣(qi)特(te)許(xu)經(jing)營管理(li)(li)和考核評(ping)估(gu)辦(ban)法。規(gui)范特(te)許(xu)經(jing)營企業招投標(biao)組織程序(xu),按照責、權(quan)(quan)、利統(tong)一的(de)原(yuan)則,對協(xie)議簽訂(ding)內(nei)容、考核評(ping)估(gu)方法、變更(geng)和提前終(zhong)止特(te)許(xu)經(jing)營權(quan)(quan)的(de)條(tiao)件作(zuo)出細(xi)化明確。(牽(qian)頭單位(wei):省(sheng)住房城(cheng)鄉建設廳(ting)。配合單位(wei):省(sheng)發展改革(ge)委(wei)、工業和信息化廳(ting)、公安廳(ting)、司法廳(ting)、自然資源廳、交(jiao)通運輸廳、商務廳、應(ying)急管理廳、市(shi)場監管局、能源局等部門,各地級以上市(shi)人民政(zheng)府)

  (二(er))強(qiang)化城市(shi)天然(ran)氣氣源保障。加快我(wo)省(sheng)天(tian)然氣(qi)(qi)主(zhu)(zhu)(zhu)干(gan)管(guan)網(wang)(wang)(wang)和儲(chu)(chu)氣(qi)(qi)調峰設(she)施(shi)建(jian)(jian)設(she)并推(tui)動(dong)公平(ping)開放,形成主(zhu)(zhu)(zhu)體(ti)多元、競爭適度、穩定可靠、價格(ge)合理的天(tian)然氣(qi)(qi)供應(ying)格(ge)局。一是(shi)新建(jian)(jian)一批LNG接(jie)收及儲(chu)(chu)氣(qi)(qi)設(she)施(shi)。加快在建(jian)(jian)LNG接(jie)收站和儲(chu)(chu)氣(qi)(qi)庫(ku)建(jian)(jian)設(she),規(gui)劃新建(jian)(jian)海(hai)上(shang)天(tian)然氣(qi)(qi)登陸(lu)終端1個、陸(lu)上(shang)輸送管(guan)道(dao)2條;繼(ji)續發揮中石油、中石化、中海(hai)油等公司天(tian)然氣(qi)(qi)供應(ying)主(zhu)(zhu)(zhu)渠道(dao)作用,支持其他能(neng)(neng)源企(qi)(qi)業(ye)(ye)和擁有天(tian)然氣(qi)(qi)資源的各類企(qi)(qi)業(ye)(ye)參與(yu)我(wo)省(sheng)LNG接(jie)收及儲(chu)(chu)氣(qi)(qi)調峰設(she)施(shi)建(jian)(jian)設(she),并推(tui)動(dong)油氣(qi)(qi)管(guan)網(wang)(wang)(wang)設(she)施(shi)公平(ping)開放。二是(shi)推(tui)進天(tian)然氣(qi)(qi)主(zhu)(zhu)(zhu)干(gan)管(guan)網(wang)(wang)(wang)“縣(xian)縣(xian)通”工程(cheng)。除南澳(ao)縣(xian)(海(hai)島縣(xian))外,全省(sheng)所有縣(xian)級(ji)行政區域(yu)實現主(zhu)(zhu)(zhu)干(gan)管(guan)網(wang)(wang)(wang)通達,具(ju)備直(zhi)接(jie)從主(zhu)(zhu)(zhu)干(gan)管(guan)網(wang)(wang)(wang)下載氣(qi)(qi)源能(neng)(neng)力。“縣(xian)縣(xian)通”工程(cheng)分輸站或者閥(fa)室,應(ying)兼顧縣(xian)級(ji)主(zhu)(zhu)(zhu)城(cheng)區和經濟開發(工業(ye)(ye)園)區,盡量減少接(jie)駁管(guan)線距離(li)。三(san)是(shi)推(tui)動(dong)氣(qi)(qi)源采(cai)購(gou)方式多元化。指(zhi)導城(cheng)燃企(qi)(qi)業(ye)(ye)、直(zhi)供用戶準確(que)核定年用氣(qi)(qi)量,按照(zhao)確(que)保穩定供應(ying)的原則,與(yu)上(shang)游氣(qi)(qi)源企(qi)(qi)業(ye)(ye)簽訂長(chang)期供氣(qi)(qi)合同。同時,支持城(cheng)燃企(qi)(qi)業(ye)(ye)直(zhi)接(jie)從海(hai)外采(cai)購(gou)氣(qi)(qi)源,推(tui)動(dong)地(di)級(ji)以(yi)上(shang)市建(jian)(jian)立(li)區域(yu)氣(qi)(qi)源采(cai)購(gou)協同機制,推(tui)動(dong)打(da)造省(sheng)級(ji)大(da)宗能(neng)(neng)源商品交易平(ping)臺。(牽頭單(dan)位:省(sheng)能源局(ju)。配合單(dan)位:省(sheng)發展(zhan)改革委(wei)、自然資源廳(ting)、住房城鄉(xiang)建設(she)廳(ting)、交通運輸廳(ting)等部門,各(ge)地級以上市人民(min)政(zheng)府)

  (三)完善(shan)城市(shi)天然氣供應體系。圍繞構(gou)建(jian)(jian)(jian)城(cheng)市(shi)天然(ran)氣(qi)(qi)(qi)(qi)(qi)(qi)供(gong)(gong)應“一張網(wang)”,加快城(cheng)市(shi)供(gong)(gong)氣(qi)(qi)(qi)(qi)(qi)(qi)管(guan)(guan)網(wang)建(jian)(jian)(jian)設(she)(she)(she)(she),補(bu)齊城(cheng)燃(ran)企(qi)業(ye)儲氣(qi)(qi)(qi)(qi)(qi)(qi)能(neng)力(li)(li)(li)短(duan)板,提升天然(ran)氣(qi)(qi)(qi)(qi)(qi)(qi)穩定供(gong)(gong)應能(neng)力(li)(li)(li)。一是(shi)配套完(wan)善城(cheng)市(shi)供(gong)(gong)氣(qi)(qi)(qi)(qi)(qi)(qi)管(guan)(guan)網(wang)。按照(zhao)同步規(gui)劃、同步設(she)(she)(she)(she)計、同步建(jian)(jian)(jian)設(she)(she)(she)(she)的(de)要(yao)求,統(tong)籌推(tui)進(jin)“縣縣通”工程接(jie)駁管(guan)(guan)線建(jian)(jian)(jian)設(she)(she)(she)(she)。拓展(zhan)、加密(mi)城(cheng)市(shi)供(gong)(gong)氣(qi)(qi)(qi)(qi)(qi)(qi)管(guan)(guan)網(wang),新建(jian)(jian)(jian)城(cheng)區(qu)(qu)、居(ju)民小(xiao)區(qu)(qu)、公共服(fu)務(wu)機構(gou)以及具(ju)備改(gai)(gai)造(zao)條件的(de)老舊(jiu)小(xiao)區(qu)(qu)、城(cheng)中村、偏(pian)遠(yuan)城(cheng)區(qu)(qu)、重點工業(ye)園區(qu)(qu)、大(da)型(xing)用氣(qi)(qi)(qi)(qi)(qi)(qi)企(qi)業(ye)要(yao)實(shi)現管(guan)(guan)網(wang)全覆蓋。大(da)力(li)(li)(li)推(tui)進(jin)配套供(gong)(gong)氣(qi)(qi)(qi)(qi)(qi)(qi)管(guan)(guan)網(wang)建(jian)(jian)(jian)設(she)(she)(she)(she),擴大(da)管(guan)(guan)道供(gong)(gong)氣(qi)(qi)(qi)(qi)(qi)(qi)規(gui)模,逐(zhu)步減少(shao)LNG槽車運輸(shu)供(gong)(gong)氣(qi)(qi)(qi)(qi)(qi)(qi)量。二是(shi)推(tui)動城(cheng)市(shi)供(gong)(gong)氣(qi)(qi)(qi)(qi)(qi)(qi)管(guan)(guan)網(wang)互(hu)(hu)聯互(hu)(hu)通。力(li)(li)(li)爭實(shi)現同一城(cheng)市(shi)不(bu)同城(cheng)燃(ran)企(qi)業(ye)之(zhi)(zhi)間管(guan)(guan)網(wang)互(hu)(hu)聯互(hu)(hu)通,以及有條件的(de)相(xiang)鄰縣(市(shi)、區(qu)(qu))之(zhi)(zhi)間管(guan)(guan)網(wang)互(hu)(hu)聯互(hu)(hu)通。三是(shi)加快老舊(jiu)管(guan)(guan)網(wang)、場站等設(she)(she)(she)(she)施(shi)更(geng)新改(gai)(gai)造(zao)。督促指導城(cheng)燃(ran)企(qi)業(ye)加大(da)投入,積(ji)極推(tui)進(jin)管(guan)(guan)網(wang)、場站等設(she)(she)(she)(she)施(shi)更(geng)新改(gai)(gai)造(zao),突出(chu)信息化、智能(neng)化升級,逐(zhu)步提升管(guan)(guan)輸(shu)系統(tong)穩定供(gong)(gong)應能(neng)力(li)(li)(li)和智能(neng)化水平。四是(shi)提升城(cheng)燃(ran)企(qi)業(ye)儲氣(qi)(qi)(qi)(qi)(qi)(qi)能(neng)力(li)(li)(li)。抓緊(jin)推(tui)進(jin)廣州南沙LNG應急調峰氣(qi)(qi)(qi)(qi)(qi)(qi)源站等在(zai)(zai)建(jian)(jian)(jian)項目;在(zai)(zai)土地(di)(di)資(zi)源相(xiang)對(dui)豐富的(de)地(di)(di)區(qu)(qu),合(he)理規(gui)劃新建(jian)(jian)(jian)儲氣(qi)(qi)(qi)(qi)(qi)(qi)設(she)(she)(she)(she)施(shi),鼓勵城(cheng)市(shi)群合(he)建(jian)(jian)(jian)共用儲氣(qi)(qi)(qi)(qi)(qi)(qi)設(she)(she)(she)(she)施(shi);支(zhi)持有條件的(de)現有儲氣(qi)(qi)(qi)(qi)(qi)(qi)設(she)(she)(she)(she)施(shi)擴容,研究(jiu)論(lun)證利(li)用沿(yan)海地(di)(di)區(qu)(qu)周轉率低的(de)油庫改(gai)(gai)建(jian)(jian)(jian)儲氣(qi)(qi)(qi)(qi)(qi)(qi)設(she)(she)(she)(she)施(shi);對(dui)不(bu)具(ju)備條件自建(jian)(jian)(jian)儲氣(qi)(qi)(qi)(qi)(qi)(qi)設(she)(she)(she)(she)施(shi)的(de)城(cheng)燃(ran)企(qi)業(ye),鼓勵采取租賃、購買儲氣(qi)(qi)(qi)(qi)(qi)(qi)服(fu)務(wu)或集團統(tong)籌方(fang)式(shi)解(jie)決儲氣(qi)(qi)(qi)(qi)(qi)(qi)能(neng)力(li)(li)(li)。(牽頭單位(wei):省住房(fang)城鄉建設廳(ting),各地級以上市(shi)(shi)人民(min)政府。配合(he)單位(wei):省發展改革委、自然資源(yuan)廳(ting)、市(shi)(shi)場監(jian)管局、能(neng)源(yuan)局等部(bu)門(men))

  (四)拓(tuo)展城市天(tian)然氣消費規(gui)模。著(zhu)眼推(tui)(tui)(tui)動能源轉型(xing)升級(ji),加大天(tian)(tian)然氣在(zai)(zai)民用(yong)、工業(ye)、商業(ye)以(yi)及交(jiao)通(tong)等(deng)(deng)領域(yu)推(tui)(tui)(tui)廣使(shi)用(yong)力(li)度,進一(yi)步(bu)擴大天(tian)(tian)然氣利(li)(li)用(yong)范圍和消費規模。一(yi)是(shi)推(tui)(tui)(tui)進“瓶(ping)(ping)(ping)改(gai)(gai)(gai)(gai)管”工程。按照應改(gai)(gai)(gai)(gai)盡改(gai)(gai)(gai)(gai)、能改(gai)(gai)(gai)(gai)都改(gai)(gai)(gai)(gai)的(de)(de)原則,推(tui)(tui)(tui)動供氣管網已經(jing)覆(fu)蓋的(de)(de)老舊小(xiao)區(qu)(qu)、城(cheng)中(zhong)村(cun)等(deng)(deng)居民,以(yi)及餐飲、酒店等(deng)(deng)商業(ye)單(dan)位和公福用(yong)戶(hu)開通(tong)使(shi)用(yong)天(tian)(tian)然氣,支持(chi)有條(tiao)件的(de)(de)地(di)級(ji)以(yi)上(shang)市在(zai)(zai)主城(cheng)區(qu)(qu)強制(zhi)推(tui)(tui)(tui)行(xing)公福用(yong)戶(hu)、商業(ye)單(dan)位“瓶(ping)(ping)(ping)改(gai)(gai)(gai)(gai)管”。各地(di)級(ji)以(yi)上(shang)市要(yao)按照“政府支持(chi)、企業(ye)讓利(li)(li)、個(ge)人負擔”相結(jie)合的(de)(de)方式,出(chu)臺“瓶(ping)(ping)(ping)改(gai)(gai)(gai)(gai)管”鼓勵政策措施,鼓勵城(cheng)燃企業(ye)推(tui)(tui)(tui)出(chu)“瓶(ping)(ping)(ping)改(gai)(gai)(gai)(gai)管”優惠措施,如(ru)針(zhen)對小(xiao)微(wei)商業(ye)用(yong)戶(hu)的(de)(de)“一(yi)口價”套(tao)餐式收費標準、分期付款計劃等(deng)(deng)。(牽頭單(dan)位:省住房城鄉建設廳(ting),各(ge)地級以上市人民政(zheng)府。配合單(dan)位:省發展改革委、財政(zheng)廳(ting)、商務(wu)廳(ting)、市場(chang)監管局等部門(men))二(er)是推(tui)進“煤(mei)改(gai)氣(qi)”工程。在(zai)保障天(tian)然氣(qi)供應(ying)的情況下,按照“先合同后改(gai)造”的原(yuan)則,實施工業(ye)(ye)(ye)(ye)鍋(guo)爐(lu)和(he)爐(lu)窯天(tian)然氣(qi)改(gai)造,督導已完成(cheng)改(gai)造的企業(ye)(ye)(ye)(ye)實際使用天(tian)然氣(qi)。統籌安排(pai)燃氣(qi)機(ji)組(zu)規(gui)劃、建設、投運時間及(ji)規(gui)模,明(ming)確有關(guan)燃煤(mei)機(ji)組(zu)、工業(ye)(ye)(ye)(ye)企業(ye)(ye)(ye)(ye)自(zi)備(bei)電(dian)(dian)廠關(guan)停(ting)時間及(ji)規(gui)模。加快推(tui)進天(tian)然氣(qi)發電(dian)(dian)項(xiang)目建設,在(zai)機(ji)組(zu)建成(cheng)后關(guan)停(ting)老舊煤(mei)電(dian)(dian)機(ji)組(zu)和(he)鍋(guo)爐(lu)。尚未開工的緩核緩建煤(mei)電(dian)(dian)項(xiang)目可(ke)調整為(wei)燃氣(qi)發電(dian)(dian);有自(zi)備(bei)燃煤(mei)熱(re)(re)電(dian)(dian)聯產(chan)裝置或動力(li)鍋(guo)爐(lu)的企業(ye)(ye)(ye)(ye),支持(chi)以(yi)天(tian)然氣(qi)為(wei)燃料的熱(re)(re)電(dian)(dian)聯產(chan)裝置替代。(牽頭單位:省生態環境廳、工業和信(xin)息化廳、能(neng)源局,各地級以上市人民政府。配合單位:省住(zhu)房城鄉建設廳)三是(shi)推進(jin)“油(you)(you)改(gai)氣”工程。加快(kuai)推進(jin)省(sheng)內適改(gai)船舶“油(you)(you)改(gai)氣”,按計劃(hua)完成LNG加注(zhu)站(zhan)規(gui)劃(hua)建設和船舶改(gai)造,落(luo)實各項補貼優惠措施。推動長(chang)途(tu)重卡(ka)、環衛(wei)、港區、景區等燃油(you)(you)車輛更新(xin)時,購置使用部分(fen)LNG燃料車輛。(牽頭單位:省能(neng)源局、交通運輸廳(ting),各地(di)級以上(shang)市人民政(zheng)府(fu)。配合單位:省發展改革委、財政(zheng)廳(ting)、自然資源廳(ting)、生態(tai)環境(jing)廳(ting)、住房城鄉建(jian)設廳(ting)等部門)

  (五)規范城市天然(ran)氣經營秩序。強化城(cheng)市(shi)天(tian)然氣經營監(jian)管,推動(dong)城(cheng)燃企業集約化經營,壓減天(tian)然氣供氣層級,切(qie)實規(gui)范城(cheng)市(shi)天(tian)然氣運營秩(zhi)序。一是以(yi)市場(chang)化(hua)方(fang)式(shi)推動(dong)城燃(ran)企(qi)業(ye)(ye)規(gui)模(mo)化(hua)整(zheng)合。根據當地人(ren)口規(gui)模(mo)、工商業(ye)(ye)用氣需求,合理確(que)定(ding)城燃(ran)企(qi)業(ye)(ye)數量(liang)規(gui)模(mo)。采取企(qi)業(ye)(ye)并購、協(xie)議轉讓(rang)、聯合重組、控(kong)股參股等多種形(xing)式(shi),依法依規(gui)推動(dong)城燃(ran)企(qi)業(ye)(ye)整(zheng)合,淘(tao)汰部分規(gui)模(mo)小、實(shi)(shi)力弱(ruo)、經(jing)營(ying)管理和供應(ying)保障(zhang)水平低的企(qi)業(ye)(ye),同(tong)時推動(dong)實(shi)(shi)行集團(tuan)化(hua)經(jing)營(ying)的城燃(ran)企(qi)業(ye)(ye)整(zheng)合下屬公司。二(er)是推動供氣(qi)(qi)(qi)層級扁平化。按照減少供氣(qi)(qi)(qi)環節、降低輸氣(qi)(qi)(qi)成本的原則,積極推動大用(yong)戶直供(gong)。城鎮燃(ran)氣管(guan)(guan)網(wang)已覆蓋的(de)區域,直(zhi)供(gong)用戶可自主選擇直(zhi)供(gong)方(fang)式(shi)(shi)或(huo)城燃(ran)企業管(guan)(guan)網(wang)代輸方(fang)式(shi)(shi)供(gong)氣。盡(jin)快取消沒有實質性管(guan)(guan)網(wang)投入(ru)的(de)“背靠背”分輸站或(huo)不需要提供(gong)輸配服務的(de)省(sheng)內管(guan)(guan)道。按照“國家管網—城(cheng)燃(ran)企業管網—用戶”的(de)供(gong)應模式,整合城(cheng)市供(gong)氣管網,允許(xu)(xu)有(you)條件的(de)城(cheng)燃(ran)企業就近接入主(zhu)干管網下載氣源,解決層(ceng)層(ceng)轉輸、層(ceng)層(ceng)收(shou)費問題,實現(xian)供(gong)氣層(ceng)級扁平化。三是(shi)提高天然(ran)氣市場進入門(men)檻。依(yi)據住房和(he)城(cheng)鄉建(jian)設(she)部《燃(ran)氣經(jing)營(ying)(ying)許(xu)(xu)可(ke)管理(li)(li)辦法》,研究制定(ding)我省城(cheng)鎮(zhen)燃(ran)氣經(jing)營(ying)(ying)許(xu)(xu)可(ke)管理(li)(li)細(xi)則,從氣源供(gong)應、場地設(she)施、人員資質、安(an)(an)全(quan)管理(li)(li)等(deng)方面,細(xi)化完(wan)善燃(ran)氣經(jing)營(ying)(ying)許(xu)(xu)可(ke)申報(bao)資格(ge)、程序、審批(pi)以(yi)及(ji)考核等(deng)事(shi)項。組織開展全(quan)省城(cheng)燃(ran)企業燃(ran)氣經(jing)營(ying)(ying)許(xu)(xu)可(ke)核查(cha),對違規(gui)發(fa)放的(de)燃(ran)氣經(jing)營(ying)(ying)許(xu)(xu)可(ke)證進行清理(li)(li),對部分供(gong)應保障不(bu)力、經(jing)營(ying)(ying)管理(li)(li)不(bu)規(gui)范、用戶服務質量差、安(an)(an)全(quan)管理(li)(li)不(bu)到(dao)位的城燃企(qi)業(ye),嚴格(ge)督促進行整改。整改不到(dao)位的,收回(hui)經(jing)營許可證(zheng)。四是(shi)加大特(te)許經(jing)營企(qi)業(ye)考(kao)核評(ping)估(gu)力度。針對部分特(te)許經(jing)營企(qi)業(ye)“跑馬圈地(di)”、無序競爭、服務(wu)低下等問題,組織開展(zhan)特(te)許經(jing)營權考(kao)核評(ping)估(gu),對新增的特(te)許經(jing)營企(qi)業(ye),嚴格(ge)約定責任和義務(wu);對現有(you)的特(te)許經(jing)營企(qi)業(ye),推動(dong)簽訂約束性補充協議(yi);對到(dao)期(qi)的特(te)許經(jing)營企(qi)業(ye)開展(zhan)專(zhuan)項評(ping)估(gu)。(牽(qian)頭單(dan)位:省住房(fang)城鄉建(jian)設廳(ting),各地(di)級以上市人(ren)民(min)政府(fu)。配合單(dan)位:省發(fa)展(zhan)改革委、司法(fa)廳(ting)、財政廳、應(ying)急管理廳、國資委、市場監(jian)管局等部門)

  (六(liu))推動城市天然氣終端價格(ge)更(geng)趨合(he)理。強(qiang)化(hua)成(cheng)(cheng)本(ben)(ben)約(yue)束(shu),規范(fan)收(shou)費行(xing)為(wei),逐步形(xing)成(cheng)(cheng)結構優化(hua)、水平合(he)(he)理的(de)(de)配(pei)(pei)氣(qi)價(jia)(jia)(jia)(jia)(jia)(jia)格(ge)(ge)體系。一(yi)是(shi)(shi)強(qiang)化(hua)管(guan)道燃(ran)(ran)氣(qi)定(ding)(ding)價(jia)(jia)(jia)(jia)(jia)(jia)成(cheng)(cheng)本(ben)(ben)監(jian)(jian)審(shen)。嚴(yan)(yan)格(ge)(ge)按(an)照定(ding)(ding)價(jia)(jia)(jia)(jia)(jia)(jia)成(cheng)(cheng)本(ben)(ben)監(jian)(jian)審(shen)相關規定(ding)(ding),對城(cheng)(cheng)燃(ran)(ran)企(qi)(qi)業(ye)有效資產、準許成(cheng)(cheng)本(ben)(ben)等(deng)進行(xing)監(jian)(jian)審(shen)。二是(shi)(shi)合(he)(he)理制定(ding)(ding)管(guan)道燃(ran)(ran)氣(qi)價(jia)(jia)(jia)(jia)(jia)(jia)格(ge)(ge)。各(ge)地(di)級以上市(shi)要按(an)照“準許成(cheng)(cheng)本(ben)(ben)+合(he)(he)理收(shou)益”的(de)(de)原則,制定(ding)(ding)城(cheng)(cheng)市(shi)管(guan)道天然(ran)氣(qi)銷售價(jia)(jia)(jia)(jia)(jia)(jia)格(ge)(ge)并核定(ding)(ding)配(pei)(pei)氣(qi)價(jia)(jia)(jia)(jia)(jia)(jia)格(ge)(ge),從嚴(yan)(yan)控制企(qi)(qi)業(ye)利(li)潤水平,嚴(yan)(yan)防城(cheng)(cheng)燃(ran)(ran)企(qi)(qi)業(ye)天然(ran)氣(qi)綜合(he)(he)購銷總(zong)差價(jia)(jia)(jia)(jia)(jia)(jia)(配(pei)(pei)氣(qi)價(jia)(jia)(jia)(jia)(jia)(jia)格(ge)(ge))高于政府核定(ding)(ding)配(pei)(pei)氣(qi)價(jia)(jia)(jia)(jia)(jia)(jia)格(ge)(ge)。探索(suo)按(an)用(yong)氣(qi)量分類(lei)制定(ding)(ding)非(fei)居民用(yong)戶用(yong)氣(qi)配(pei)(pei)氣(qi)價(jia)(jia)(jia)(jia)(jia)(jia)格(ge)(ge),切實降(jiang)低城(cheng)(cheng)市(shi)管(guan)道天然(ran)氣(qi)配(pei)(pei)氣(qi)價(jia)(jia)(jia)(jia)(jia)(jia)格(ge)(ge)。三是(shi)(shi)清(qing)理規范(fan)城(cheng)(cheng)燃(ran)(ran)企(qi)(qi)業(ye)收(shou)費。對城(cheng)(cheng)燃(ran)(ran)企(qi)(qi)業(ye)的(de)(de)各(ge)項(xiang)收(shou)費進行(xing)梳理,凡(fan)不屬于依法依規設(she)立的(de)(de)收(shou)費項(xiang)目一(yi)律取消,不得變(bian)換名(ming)目再另(ling)行(xing)收(shou)取費用(yong)。四是(shi)(shi)加強(qiang)價(jia)(jia)(jia)(jia)(jia)(jia)格(ge)(ge)監(jian)(jian)督檢查。依法查處(chu)通過改變(bian)計價(jia)(jia)(jia)(jia)(jia)(jia)方式、增設(she)環(huan)節、強(qiang)制服務等(deng)方式提(ti)高或(huo)變(bian)相提(ti)高價(jia)(jia)(jia)(jia)(jia)(jia)格(ge)(ge)等(deng)違法違規行(xing)為(wei),切實維(wei)護燃(ran)(ran)氣(qi)市(shi)場秩(zhi)序。(牽頭(tou)單位:省發展(zhan)改革委、市(shi)場監管局,各地級(ji)以上市(shi)人民政(zheng)府(fu)。配(pei)合單位:省財政(zheng)廳(ting)、住房城鄉建設廳(ting)、能(neng)源局等部門)

  (七)加強城(cheng)市天然(ran)氣安全(quan)管理。夯實(shi)(shi)安(an)(an)全(quan)(quan)(quan)管(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)基(ji)礎,創新管(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)手(shou)段(duan),消(xiao)除安(an)(an)全(quan)(quan)(quan)隱患,提升城(cheng)(cheng)燃(ran)(ran)(ran)企(qi)業(ye)(ye)安(an)(an)全(quan)(quan)(quan)管(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)水平(ping)。一(yi)是(shi)(shi)完善安(an)(an)全(quan)(quan)(quan)監(jian)管(guan)(guan)(guan)(guan)(guan)機制。各地(di)級(ji)以(yi)(yi)上市要全(quan)(quan)(quan)面梳理(li)(li)(li)城(cheng)(cheng)鎮燃(ran)(ran)(ran)氣(qi)(qi)(qi)監(jian)管(guan)(guan)(guan)(guan)(guan)職(zhi)(zhi)責(ze)(ze)(ze)劃分和部(bu)(bu)(bu)門設(she)(she)(she)(she)置等(deng)(deng)方面的(de)矛盾問題,深入開展優化(hua)燃(ran)(ran)(ran)氣(qi)(qi)(qi)監(jian)管(guan)(guan)(guan)(guan)(guan)職(zhi)(zhi)責(ze)(ze)(ze)、部(bu)(bu)(bu)門設(she)(she)(she)(she)置和人員配(pei)(pei)置等(deng)(deng)研究,加強部(bu)(bu)(bu)門協(xie)商溝通,進一(yi)步細(xi)化(hua)涉(she)燃(ran)(ran)(ran)氣(qi)(qi)(qi)管(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)部(bu)(bu)(bu)門職(zhi)(zhi)責(ze)(ze)(ze),建(jian)立完善城(cheng)(cheng)鎮燃(ran)(ran)(ran)氣(qi)(qi)(qi)安(an)(an)全(quan)(quan)(quan)監(jian)管(guan)(guan)(guan)(guan)(guan)工作機制。二(er)是(shi)(shi)壓實(shi)(shi)企(qi)業(ye)(ye)主體責(ze)(ze)(ze)任(ren)(ren)。按照全(quan)(quan)(quan)省統一(yi)部(bu)(bu)(bu)署,認真開展安(an)(an)全(quan)(quan)(quan)生產專(zhuan)項整治(zhi)三年行(xing)動,形(xing)成以(yi)(yi)落實(shi)(shi)企(qi)業(ye)(ye)主要負(fu)責(ze)(ze)(ze)人安(an)(an)全(quan)(quan)(quan)責(ze)(ze)(ze)任(ren)(ren)為重點的(de)企(qi)業(ye)(ye)安(an)(an)全(quan)(quan)(quan)生產主體責(ze)(ze)(ze)任(ren)(ren)體系(xi)。三是(shi)(shi)深化(hua)隱患排查治(zhi)理(li)(li)(li)。制定我(wo)省城(cheng)(cheng)鎮燃(ran)(ran)(ran)氣(qi)(qi)(qi)安(an)(an)全(quan)(quan)(quan)檢(jian)(jian)(jian)查與評(ping)估(gu)細(xi)則,采取政府牽頭組(zu)織或委(wei)托專(zhuan)業(ye)(ye)機構實(shi)(shi)施(shi)的(de)方式,對地(di)級(ji)以(yi)(yi)上市行(xing)業(ye)(ye)主管(guan)(guan)(guan)(guan)(guan)部(bu)(bu)(bu)門、城(cheng)(cheng)燃(ran)(ran)(ran)企(qi)業(ye)(ye)履行(xing)安(an)(an)全(quan)(quan)(quan)生產責(ze)(ze)(ze)任(ren)(ren),以(yi)(yi)及供氣(qi)(qi)(qi)管(guan)(guan)(guan)(guan)(guan)網、燃(ran)(ran)(ran)氣(qi)(qi)(qi)場(chang)站(zhan)運行(xing)管(guan)(guan)(guan)(guan)(guan)理(li)(li)(li)情況進行(xing)檢(jian)(jian)(jian)查和評(ping)估(gu),對發(fa)現的(de)安(an)(an)全(quan)(quan)(quan)隱患進行(xing)專(zhuan)項治(zhi)理(li)(li)(li)。四是(shi)(shi)創新安(an)(an)全(quan)(quan)(quan)監(jian)管(guan)(guan)(guan)(guan)(guan)手(shou)段(duan)。按照“互聯(lian)網+監(jian)管(guan)(guan)(guan)(guan)(guan)”要求,建(jian)設(she)(she)(she)(she)燃(ran)(ran)(ran)氣(qi)(qi)(qi)監(jian)管(guan)(guan)(guan)(guan)(guan)信息化(hua)平(ping)臺。推廣運用泄漏報警器(qi)、新型巡檢(jian)(jian)(jian)設(she)(she)(she)(she)備、智能(neng)燃(ran)(ran)(ran)氣(qi)(qi)(qi)表等(deng)(deng)新技術,提高事故防范(fan)和應(ying)急(ji)(ji)處理(li)(li)(li)能(neng)力(li)。五是(shi)(shi)加強應(ying)急(ji)(ji)搶(qiang)險能(neng)力(li)建(jian)設(she)(she)(she)(she)。督促城(cheng)(cheng)燃(ran)(ran)(ran)企(qi)業(ye)(ye)高標(biao)準建(jian)設(she)(she)(she)(she)應(ying)急(ji)(ji)搶(qiang)險隊伍,配(pei)(pei)齊應(ying)急(ji)(ji)搶(qiang)險設(she)(she)(she)(she)備物(wu)資,科學制定應(ying)急(ji)(ji)預(yu)案,強化(hua)針對性應(ying)急(ji)(ji)演練,確保(bao)一(yi)旦出現險情,能(neng)夠及時(shi)出動、有(you)效(xiao)處置。(牽頭單位:省住(zhu)房城鄉建設廳,各地級以上市人(ren)民政府。配(pei)合單位:省商(shang)務廳、應(ying)急管理廳、市場(chang)監(jian)管局等部門)

  (八(ba))創新城市(shi)天然氣運(yun)營模(mo)式。圍繞天然(ran)氣(qi)運營重點難點問(wen)題,強化改革攻關,探(tan)索城市天然(ran)氣(qi)運營新模(mo)式。一是開展天(tian)然氣大用(yong)戶(hu)直(zhi)供試點。選擇部(bu)分達到(dao)直(zhi)供標準的企(qi)業用(yong)戶(hu),開展天(tian)然氣大用(yong)戶(hu)直(zhi)供試點,探(tan)索(suo)規范大用(yong)戶(hu)直(zhi)供申報、審批、建設(she)和(he)管理(li)等事宜(yi)。(牽(qian)頭單位:省能源(yuan)局(ju)、工業和信息化廳(ting)(ting),有關地(di)級以(yi)上市(shi)人民政府。配合單位(wei):省發展改革委(wei)(wei)、司法廳(ting)(ting)、財政廳(ting)(ting)、自然資(zi)源廳(ting)(ting)、住房城(cheng)鄉(xiang)建(jian)設廳(ting)(ting)、應急(ji)管理廳(ting)(ting)、國資(zi)委(wei)(wei)、市(shi)場監(jian)管局等部門)二是開(kai)展(zhan)城燃(ran)企(qi)(qi)(qi)業(ye)綜合改革(ge)試點(dian)(dian)。針對當前城市天然(ran)氣(qi)(qi)供(gong)應(ying)和(he)管理(li)中存在(zai)的突出(chu)矛盾問題,組織廣(guang)州、韶關、潮州等市開(kai)展(zhan)城燃(ran)企(qi)(qi)(qi)業(ye)綜合改革(ge)試點(dian)(dian),在(zai)推(tui)(tui)動企(qi)(qi)(qi)業(ye)整(zheng)合、壓減供(gong)氣(qi)(qi)層級、規范特(te)許經營、加強安全管理(li)等方面探索可借鑒、可推(tui)(tui)廣(guang)的經驗。(牽頭單位:省住房城鄉建設廳(ting)(ting)(ting),有關地級以上市人民政府。配合單位:省發展改革委、工(gong)業和信息化廳(ting)(ting)(ting)、司法(fa)廳(ting)(ting)(ting)、財政廳(ting)(ting)(ting)、自然(ran)資源廳(ting)(ting)(ting)、應急管理(li)廳(ting)(ting)(ting)、國資委、市場監(jian)管局(ju)、能源局(ju)等(deng)部門)

    三、保障措施

  (一)加強組織(zhi)領導。各(ge)(ge)地(di)(di)、各(ge)(ge)有(you)關(guan)部門要充分認(ren)識(shi)促(cu)進天(tian)然(ran)氣(qi)利用工(gong)(gong)作(zuo)的重大(da)意義(yi),進一(yi)步解放思(si)想,強化系統思(si)維,主動(dong)擔當作(zuo)為。省級建(jian)(jian)(jian)(jian)立(li)健全(quan)推(tui)進城市天(tian)然(ran)氣(qi)事(shi)業(ye)高質量(liang)發展工(gong)(gong)作(zuo)協調機(ji)(ji)制,省住房(fang)城鄉建(jian)(jian)(jian)(jian)設(she)廳(ting)要發揮總牽頭作(zuo)用,各(ge)(ge)項任務牽頭單位要加(jia)強統籌(chou)協調,配合單位要積極參與配合,確保各(ge)(ge)項任務有(you)效(xiao)落實(shi)。各(ge)(ge)地(di)(di)級以上市政府要認(ren)真履行主體(ti)責(ze)任,切(qie)實(shi)解決(jue)阻礙天(tian)然(ran)氣(qi)事(shi)業(ye)發展的突出問題;建(jian)(jian)(jian)(jian)立(li)相應工(gong)(gong)作(zuo)機(ji)(ji)制,按照(zhao)本方(fang)案確定的目標要求,結合本地(di)(di)區實(shi)際(ji),細化完善方(fang)案計(ji)劃,積極推(tui)動(dong)工(gong)(gong)作(zuo)落實(shi),并(bing)于每年12月31日前(qian)將有(you)關(guan)工(gong)(gong)作(zuo)情況報送(song)省住房(fang)城鄉建(jian)(jian)(jian)(jian)設(she)廳(ting)。

  (二)加強政策支持。要充分發揮環保(bao)、產業(ye)、金融(rong)、財政、價格等政策作用(yong),加大資(zi)源投入(ru)和用(yong)地、用(yong)林等要素保(bao)障,簡化優化項目建(jian)設(she)審批,降低(di)城(cheng)燃企業(ye)投資(zi)成本,為城(cheng)燃企業(ye)推進(jin)基(ji)礎設(she)施建(jian)設(she)、拓展供(gong)氣范(fan)圍(wei)和規模、規范(fan)經營秩序提供(gong)有利條件(jian)。

  (三(san))加強輿論宣傳。充分利用(yong)廣播、電視(shi)、報紙和(he)新(xin)媒體(ti),推廣普及(ji)天(tian)(tian)然氣(qi)(qi)(qi)使(shi)用(yong)和(he)天(tian)(tian)然氣(qi)(qi)(qi)管道保護知識,大力宣傳天(tian)(tian)然氣(qi)(qi)(qi)推廣使(shi)用(yong)對(dui)節(jie)能減排、改善(shan)生態環境、提升居民(min)生活水平(ping)等的積極意義,鼓(gu)勵、倡導清(qing)潔能源消(xiao)費(fei),營造良好(hao)的輿論氛圍。
